well you should stretch at least like 5 times a week for at least 20 minutes everyday. Try floor stretches. After some days you will really see a difference

There's no magic pill to take to gain flexibility. It's just a matter of time. Learn to stretch properly and do it every day. If you need structure, try joining a yoga class. This can really help and help you to develop your breathing as well.
As time goes by, you'll find yourself stretching further and it won't be difficult to touch your toes or bring your head to your knees.

You have to do stretches and flexibility will gradually increase over time. It always seems easier if you do some aerobics first b/c it warms your body up so you can stretch further.

This time of year, I would swim at a gym in a heated pool. You can walk laps in the pool, swim laps, kick your feet while on a boggy board, or take a pool gymnastic class that will target all muscle groups.
