Why does the Big Boy Restaurant have so much tissue paper for crying?

Restaurant is near a military base. Any idea why there is so much tissue paper on each table?

The Military gets their orders to go to Iraq and most of the military (and Family) go to the Big Boy for dinner and to talk. Seems many do a little crying.

Most seem to say "Oh Why did I vote for Bush"?
