God is talking to his son, Jesus with whom He created the whole universe.
"He [Jesus] is the image of the invisible God, the firstborn of all creation; because by means of him all [other] things were created in the heavens and upon the earth, the things visible and the things invisible, no matter whether they are thrones or lordships or governments or authorities. All [other] things have been created through him and for him. Also, he is before all [other] things and by means of him all [other] things were made to exist." -- Colossians 1:15-17

Why can't people pick up YOUR Bibles and read what it says!!!
John 1:1-5 "In the beginning was the Word, and the Word was with God, and the Word was God.
2 The same was in the beginning with God.
3 All things were made by him; and without him was not any thing made that was made.
4 In him was life; and the life was the light of men.
5 And the light shineth in darkness; and the darkness comprehended it not." Now look at John 1:14 "14 And the Word was made flesh, and dwelt among us, (and we beheld his glory, the glory as of the only begotten of the Father,) full of grace and truth."
We see here the WORD became Jesus the Christ. He created EVERYTHING Created. In the beginning was THE Father - God and THE Word - God which became Jesus - who USED HIS HOLY SPIRIT to Created the Universe.
There is NO TRINITY. You will not find it in the BIBLE. This is a tradition of man's thinking.
The Greek for "WORD" is Logos meaning spokesman. Jesus is the spokesman of the GOD Family. Jesus was talking to the Father. and the Angels he had created earlier.

God was speaking with Jesus (God the Son or in John 1:1 The Word which is the same person) and the Holy Spirit. God was talking to "himself", in the sense that the Trinity are three in one.

Gen 1:26 And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.

Plural of H433; gods in the ordinary sense; but specifically used (in the plural thus, especially with the article) of the supreme God; occasionally applied by way of deference to magistrates; and sometimes as a superlative: - angels, X exceeding, God (gods) (-dess, -ly), X (very) great, judges, X mighty.
Answer, God and the angels.

In the beginning was the Word, and the Word was with God, and the Word was God.
God was talking to "himself", in the sense that the Trinity was discussing creation. LOL This probably makes Christians sound insane. How can God be 3 distinct "parts" and yet only one God? I certainly don't know. But I believe it because it is true. Anyone who is saved can attest to the truth of this teaching.

God was talking to his begotton Son firstborn of all creation.
He was saying lets make man in our image or in other words with our attributes of love, wisdom, justice and power which only humans and no animal possesses.
Trinitarians seek to make this that God was talking to God but Jesus was around before the creation of the world. Jesus was God's archangel.
