I might have to answer this in parts. This is not an easy question.
Atheists do not believe in Divinity. They would see no connection between Divinity and any emotion, including love. They would certainly never accept the concept that Divinity is Love.
Your question was worded "be in love" not "know true love." In modern English (especially in the United States, "be in love" usually refers to romance, limerence or even sexual physical attraction more often than it does unconditional love. In this sense, almost all adult humans (including atheists, agnostics and theists) are capable of "being in love."
Unconditional love is a different thing entirely. It seems that few people ever feel unconditional love. Because it is so rare, many would say that it does not exist, but is a fantasy made in the mind. The question is how many atheists believe in unconditional love?

You're applying one philosophy to another
You're assuming one thing and applying it to something solid
Assuming there is a God and applying it to the fact that there are atheists
I'm not debating whether there is a God, but if there was, then he would most likely be a loving one, one who would (according to the Judeo-Christian outlook) instill the ability to love in everyone, since it is a part of him.
Now, it's like saying that the cookie monster gave everyone a part of him, a cookie, but some refuse to believe that he exists, but the fact remains that they still have a cookie in their hands.

Of course. They live in a world created by God. God created sex and shows himself through people and creation. In the next life, they will be cut off from God and will never again experience that taste of him. But for now, he is there for them to enjoy a bit, even if they don't realize it's him.
