So make a video (with audio) of their disregard for the noise laws. The next time the cops show up for a dry run, show'em the video.

Do the other neighbors hear it, if so, band together and get these inconsiderates to stop.
The police should sit there after a while to see what happens, not just drive off, or come back. They should also be given a warning, most communities have an ordinance for not disturbing the peace, sometimes between 10pm and 8am. Check into what your community has and make sure the police enforce that for you.

Keep calling the cops when they turn up the volume. Once a pattern is established by police reports, you can file suit a nuisance suit. Maybe that will get their attention.

One of the most valuable things in finding a good place to live is the neighbors. Obviously these guys are not going to change so you will have to.
You really need to move or hope these guys will. (don't count on that)
Make a plan and relocate.

Maybe you could get the cops to come in a back way,so they dont see them.Then they wouldnt have the opportunity to turn it down in time!
