Become a legal resident alien, reside in the country at least 5 years, pass a citizenship test, swear an oath of loyalty, and voila, you're a citizen.

Here's something from the NYC police website: Do you have to be a United States citizen to be a NYC Police Officer?
You do not have to be a United States citizen to take the Police Officer Exam, but you must be a United States citizen on or before the date of hire.
Here is something from the Chicago Police: I am a citizen of a foreign country. Am I eligible to become a Chicago Police Officer?
A.Yes, as long as you have been granted permission to work in the United States by the U.S. Immigration. Proof, such as an Alien Registration Card (Green Card) will be required if you are called for further processing.
The Miami Police Dept. requires a candidate to be a U.S. citizen.
To qualify as a trooper with the New York State Police you must be a citizen of the United States on or before December 1, 2007.
It appears that you could become a police officer in the United States, but most departments only accept U.S. citizens.
To become a permanent resident, generally speaking, there are two paths:
Immigration petition through a family member.
Immigration petition through a prospective employer.
If you do not have someone in the U.S. who can petition for you, your chances of becoming a permanent resident are not good.

First, answer to yourself why do you want to be a U.S. citizen.
Second, apply for a student visa to study here and see if you really want to live here. Pay the double tuition for foreighner. Find a job & ready to give a 3rd of your income to make U.S. a more better place.
By the way find your parents in U.S. to apply for you, that takes ten years though.
Or better yet bring a big business with huge funds to set-up in U.S. get business visa and start paying a big portion of your revenue in taxes & overhead expenses. Give jobs to local people. Maybe make your spouse a U.S. citizen, your parents, your kids by legal means.
Illegals don't live a worryfree life here. You don't want to cross the border that way. If you survived the desert, the thugs, the ocean, the weather, hunger, deseases, the coast guard, the prison, the deportations, you may find 40years later a life you spent running away from authorities might not be worth it.

Contact an US immigration attorney. That is the easiest quickest way. There are daily changes in the process and if you don't know what to do at the right time you will be just wasting your time and money.

Just remember, don't lie on the paperwork you fill out for your Green Card. I know of someone who did, and it looks like he's going back to Canada for good!

Don't worry, it looks like you have plenty of time. It doesn't appear as if you'll be "done college" any time soon.
