If it's at the rehearsal dinner, usually the best man speaks first because it's the groom's family hosting the dinner. If it's at the wedding reception, the bride's father is host and should speak first.
It's not common for either groom or bride to speak at the reception. If the groom speaks at rehearsal dinner, bride can too. This would be unusual because tradition is for women not to speak, but those days are gone. Bridesmaids & mothers should speak as much as the men do, but I'd be against either bride or groom speaking. You're expected to be too emotional to be able to talk!

All the weddings I have been to it has been the brides father first, then the best man.
At the last wedding I went to both father and best man fumbled over their speeches and left heaps out. The bride took up the mic and did the most calm elegant thankyou to all the guests and vendors who the other two didn't even think it mention.

The bestman is usually the first to make a speech, but you can design your wedding however you choose.
The bride can speak as well, from the past wedding I have been to, usually the bride and groom make a speech together thanking everybody.

traditionally the father speaks first as he's giving his daughter away followed by the best man,then the groom as this is the last chance he gets to speak without being interrupted. the bride never gives a speech as she will do all the talking from now on.
