No, not like you'd find in Great Britain.
Sometimes people put vinegar on fries - they are really good that way - but usually people eat them with ketchup.

Many restaurants serve vinegar with chips, but Americans are crazy for Ketchup with their fries. But the Salt N Vinegar potato chips ( in the bag) are pretty popular, especially on the East Coast. The Southwest states like spicy foods.

Most everyone over here eat their French Fries, chips, with ketchup. They usually get them as a side dish at the fast food hamburger places or other sandwiches. I usually have fish and chips about once a week and eat them with malt vinegar.
The other answers you got about the flavored chips are in reference to what you call crisps.
Isn't it something that we are two great nations are separated by a common language. You say petrol, we say gas. You say underground, we say subway. Bob's your uncle. I hope I used that correctly.

Are you from the UK? I've been there, and love it!
Chips (French Fries here) are usually served with ketchup, or sometimes mayonnaise or malt vinegar, depending on the region. My son and I like ketchup, but LOVE salt and malt vinegar!

You'll find some in Coastal New England, actually. They use the vinegar too, but they are not common inland.
