Mine asked the same thing and we are celebrating this holiday as our first together, so it is all new and I understand why you might ask the question.
I asked him to spend no more than he is willing to give to charity. I was thinking a basket of his choice to fill from Victoria Secrets. They usually have inexpensive girly things and he can show me what he thinks of me by placing those items in a cute basket. If you rather he spends no money, have him write you a poem, placing it in a cute box wrapped in holiday wrapping.
Again, do not have him spend alot of money and don't spend a lot of money on him. Last year boyfriend got an expensive laptop that he used to solicit other girls on, bummer!

let him find out that for himself
tell him "i am sure you will put a liot of effort in thinking what to get, but just remember i will love what you thought of, i just can not wait for you to give it to me"
saying this will make him really really think of the present
and if he knows you, and your taste, you will love the present

Find something small that says he really loves you. I don't know his budget or how much he really cares but I figure the meaning should be in what he gives you.

Tell him nothing, if you want nothing. Honestly, if you really have to think about it, you really dont want anything. Give him his CD, but dont ask him for anything.

Seriously now, do you not know what you want? And asking someone "What do you want for Christmas", defeats the purpose. I hate when someone asks me that. It's the surprise that makes it special.
Tell him "Surprise me". And then when you get something from him, you'll know if he's a cheapskate or not.
