For photo editing, Adobe Photoshop CS3 is the best available. However, if you can't afford it (and it is pretty expensive), Adobe Photoshop Elements 6 does many of the more useful things of Photoshop CS3 without the huge price. Elements will even convert your RAW images.
After editing, for printing I use Qimage. http://www.ddisoftware.com/qimage
So to summarize:
1) Adobe Photoshop CS3 is the best
2) A less expensive alternative is Adobe Photoshop Elements 6.
3) For printing, try Qimage

Adobe Photoshop CS3 .. I use it and love it.. (expensive) A good, less expensive alternative is Adobe Photshop Elements 6.0 .. it's a less powerful version of CS3 I also use Adobe Lightroom, for processing RAW files Photomatix for making HDR images.

Adobe Photoshop by far...
CS3 just came out so its a little pricy
but CS2 is just as good
Photoshop is the program most of the pros use and its quite easy to use but if you want something for amateurs check out
Photoshop Elements
its photoshop for the everyday person (with cheaper prices) I reccomend version 2, not version 4, but its harder to find.
if you have the money i reccomend CS2, i've been using it for quite some time now and it has all the capability you'll ever need. (and more!)
