I had heel spurs and went to the doctor. He gave me Cortizone shots (2 of them) and I gradually got rid of it. Never came back.

I suggest , let him wear soft cushion material below his heels inside his pair of shoes.Also, let him wear shoes of softer material(it may not be leather at all).This is for immediate comfort while walking with shoes on.
I don't know if you are aware of Ayurvedic Medicines(normally, for this purpose, ointment or simple traditional Ayurvedic Oil is used on the affected part of the feet , heels or rest of the leg below the knees).This kind various ointments/oils are traditional Indian herbal medicines without any side affect.Some message is required while applying such medicines and sometimes, no message is to be done.
I suggest you to visit good Indian Stores, where you are supposed to get such things.
If you can't, "google search " for Ayurvedic Medicines.You will be amazed to find that there are plenty of oils/ointments which for many such uncomfortable and long lasting pains/disease with a single type of oil/ointment.These are produced by many Ayurvedic Medicine Companies in India and you can , hopefully, get the right medicine for the purpose.
If you know any aged Indian with traditional bent of mind , you will easily get the required medicine.

Go to podiatrist. He probably has heel spurs (plantar fascia). He can get orthotics to fit in shoes; physical therapy; and cortisone shots (but not too many they can weaken the heel pad).

He needs a good pair of shoes with soft inners, i would expect he has spurs

tell him to soke his heel in hot water for half an hour and then put a cream ( krack cream) ....it works out really...

Lose some weight, and check his shoes.
