for example i had tpook off from runway 7L from Frankfurt and im on my way and expectded heading would be around 20 degrees wqest how is this?

just to clarify since someone cant understand anyway i was able to depart via IFR from Frankfurt runway 7L and now, since i cant turn to heading 20 west/north, what the ussual conversation between the pilot and the tower. thanks hope its clear i am just curipous since all i hear in my flight sim is this conversation:

PR 126 CONTACT MANILA dEPARTURE ON 118.2 WJEN READY GOOD BYE... is it that way or theres another way?

What you would first do is repeat back the instructions for example:

Manila Tower, PR 126 Contacting Manila Departure on 118.2.

Then: switch your radio to 118.2 and wait to make sure no one is talking. When you have a break you say:

Manila Departure, PR 126 with you, climbing through (present altitude) for (assigned altitude)

or if your in level flight:

Manila Departure, PR 126 with you, level at (assigned altitude)

Then wait for a response like: PR 126, Manila Departure, climb and maintain xxx altitude or PR 126, Manila Departure, good day.

If you don't get one try your radio call again in 30 seconds and then one minute, if you still don't get a response, return to your previous frequency and let the controller know.

Since you are talking about an IFR flight plan out of Frankfurt, I assume you are flying a flight simulator on VATSIM or similar.
Unless instructed otherwise you are expected to follow the SID (Standard Instrument Departure) procedure. Remember that ATC operators (real and virtual) wish to talk as little as possible with you. Radio communication rules can be resumed as such:
1) Always use your call sign.
2) Always read back instructions.
3) Never enter a controlled airspace without a Request (VFR without flight plan)
3) Never manoeuvre in controlled airspace or airfield without a Approved or Cleared.
4) If you don't understand the instruction, there is no shame to say "Say again" as many times as necessary.

If lost, remember the four Cs: Climb, Communicate, Confess and Comply.

I don't fully understand the question but I can tell you this. The runway numbers are based on the compass, if you were on 7L or 7 Left then you were taking of at a heading of 007 degrees or 070 degrees on the left hand runway. You would have to look at the charts to know for sure what the heading was but I would bet on 070.....they rarely are laided out on incriment degree like that.
