Having a college degree, you could start off as an officer. I believe the lowest rank of officer in the Navy / Cost Guard is "Ensign" (or is it Lieutenant Junior Grade [JG]?).
Technically, you would have to complete "officer's training school" before you were officially 'commissioned' as an officer.

I don't think the coast guard does much of any Oceanography, and I think the Navy only does a little. I could be wrong though, I've been wrong before and it looks an awful lot like this...

Please don't take this as a nasty response but I don't think anyone who joined the Coast Guard or the Navy did so with the thought of "killing people directly". I'm not a spokesperson for the armed forces but I do believe the primary objective is to protect and defend. Your first question about the armed forces shouldn't be how high or low your rank would be upon entering. As a college grad you should try educating yourself on how your extensive education could benefit not only yourself but the organization you work for. I have yet to see a recruiting poster that says "Killers Wanted"

If you join you will have to go enlisted. Since you already have a degree you will not be able to go to the Naval academy or Coast Guard academy. Once you graduate boot camp you will leave as a E-3. Most people without prior military or college degree leave as an E-2. Once you achieve E-5 you can apply for OCS school since you have a college degree. Then if you are accepted you will graduate there as an 0-1 (Ensign)

If you enlist, you'd start out as a seaman recruit. If you join as an officer, you'd start as an ensign after OCS, like everybody else. You're not going to be working in oceanography, though. The Navy and Coast Guard are military services, not scientific organizations.

your BIGGEST problem is your Peace Corps stint. you are Permanently DQ'd from any job that requires a Clearance. that narrows your choices considerably. Not even sure you could even be an AG in the Navy. Enlisting, highest paygrade is E3. you may even be DQ'd from being an Officer period, based on the Peace Corps.
