The import of live animals into Australia is strictly controlled. If you want to import your pet bird into Australia it must be included on the list of specimens suitable for live import
and not excluded from use as a household pet. You must be able to demonstrate that you have owned and kept the bird as a household pet before moving to Australia.
Australia has many non-native pest animals, including birds. Strict controls regulate the import of live non-native animals to protect the environment from potential new pest species.
If your pet bird is identified as suitable to be brought into Australia as a household pet you must obtain an
import permit from DEH before bringing the bird into the country. You will also have to obtain quarantine
clearance from the Australian Quarantine and Inspection Service.
HOW MUCH WILL A BIRD PERMIT COST?
A permit from DEH to export or import a household pet bird costs $150. This should be sent in with your
application, and can be paid by credit card (Bankcard, MasterCard or Visa), cheque or money order.

Importing and exporting of birds in Australia is allowed, in some cases, with proper permits.
While they have very strict rules about non-native species, your cockatiel can be approved, as a pet.
You will need a import permit before you can bring your bird. The permit fee is $150 - you'll also need proof of ownership (pet store or breeder receipt), and a current health certificate from your vet.
Australian laws and airline policies are two different things. You will have to contact the airlines to get their policies on shipping live animals. Be sure to get preapproval for carry-on of your bird when you get the tickets. Many airlines allow birds (and other small pets) to travel with you in approved animal containers only. In general the container must weigh less than 10 lbs, and be able to fit under your seat.

I am afraid you cannot take your Cockatiel to Australia,under Ausralian Federal Law no Livestock such as birds even those indigenous to Australia such as your Cockatiel are forbidden to be exported or imported,due to their very strict lawsand Disease controls.
You could contact the Australian embassy but I don't think it would be worth the hassle.

There is no possible way you can ship your tiel here to Australia, it's illegal.
You cannot ship any bird in or out of Australia for any reason. Sorry but you will have to leave your tiel behind & start again.

You need to take it to a vet and get a pet passport, make sure its vaccinations are up to date and get it chipped. You will need to find an airline that lets pets onboard and buy a pet carrier for her. It may be an idea to find out about quarantine because you are going overseas.
