I would like to know the steps to making eye contact with a smile, for instance amount of time when to eye contact and when to smile and how long it should take, to a stranger woman that i find acttrative is the senario

If you have to calculate it out, then you are doing it the wrong way.
Only genuine, casual smiles are appreciated--you cannot choreograph them or rehearse them beforehand; they just happen.
Timed, calculated smiles are painfully obvious and creepy, and the woman is likely to wonder if she should be wary of you.
If you can't smile at her naturally, find some other woman to smile at.

I say to you, love at first is a look, and then a smile and then a meeting of two among flowers.
To have eye contact with her for the first time, you have to be within five feet in front of her. Once an eye contact is achieved, look at her, without staring, straight in the eyes and make a slight bow of your head. A bow is very important to any lady.
If she acknowledges with a smile, try to smile back without showing your teeth. Then approach her slowly and say "hello!"

When someone makes eye contact with me I smile. I do not wait any length of time. Eye contact is just something that happens.

Eyes first. Then a little something with the mouth. Wait for her response. Slow, and in small steps is best. No teeth for this. End with a small wink or nod or one last look as you turn away.

Just smile, she doesn't really care about eye contact and all. Don't look too fake though, just smile naturally.

the best time to smile and say something is as soon as eye contact is made.....
1.. see each other and immediately say
2. smile and say something like,
Hello... it's great to see you again..or
Hello how are you doing today ?
