Since carp are bottom feeders and grass eaters, catching them is a bit specialized. At my farm, we've toyed with the idea of "carp tournaments" . There are similar tourneys done in the Asheville NC area where you can win size-able prizes when fishing for carp.
The basis of the carp fishing rig is a "corn pop" piece of cereal. This is hooked on and then a "chum" is placed around it. The chum is made with instant grits, oatmeal, and instant rice and flavoring (some people like sweet, some prefer spicy). The chum is squeezed around the hooked corn puff and cast out. The idea is that the chum will slowly dissolve into a flavorful cloud that will attract the carp and he then will eat the puff.
The carp are not fast "hitters" they will slowly suck the puff in and start swimming off. But, they are good fighters after they know they are hooked.
Google up "bollies" for recipes on carp bait. A lot of Europeans apparently love fishing for them and make quite a sport out of it.

Don't do Carp, but Cats are predominately bottom feeders, so your doin' right with weights, but it'll also depend on how deep the holes are that your fishin'!?. Link below, will give you some cat recipes along with other good information (has Carp as well). As for # test, the 17 should suffice. This pond your talkin' about ~ FIVE foot long cats bein' STOCKED?? "Holy Cheeeeet", I know a few Cat fisherman that would give their right N _ t, ta' find a spot like you've got ;) ;)!! Carp are truly exciting to seize and that they strengthen to massive length. 2 bait suggestions for ya - corn on a small hook or they make carp powerbait which you are able to purchase. Fish for them maximum every time, they cruise day and nighttime. terrific hours are possibly 6-11 pm from my adventure.

Check the local laws to make sure this is legal, should be.
Go to the local sporting goods store and ask for a large weighted treble hook. Use a long rod and heavy line, now snag them suckers with the treble hook lol
Carp are a real pain to catch using bait, easy to snag

Haven't fished for carp or catfish for years, BUT, I was very successful fishing for both using fresh white bread, squeezed into a tight ball about quarter sized (no crusts). I always fished on the bottom. I used a single 1.0 hook, no weight needed. no bobbers necessary.

17 lb. spider wire is good, just keep the drag set loose so the line can run out. You can either float on top, or sink on bottom. When it gets close to dusk, keep your line on the bottom, with either hot dog, corn, or try salmon eggs. Hope that helps! Catch em' all!!!!

there probley condition to eat at the top of the water, like feeding chickens , try throwing some dog food in the water,
what are you going to do with them when you catch them? there not worth eating, for the cat fish try chicken livers , lay them out in the sun let them get rank,
carp they are bottom feeders also, they like cheese, cornflakes with vanilla in it, [doe ball]

17lb spider wire is good, fish for them on the bottom and for hook-length i would use some fluorocarbon in about 15lb breaking stain as its less likely to scare them also i would fish for them using corn
