Depends. If you're a professional stripper they may well be. Of if you are a mastectomy patient they certainly would be. But if you're just doing it for purely cosmetic reasons, they're not.

While implants are mostly considered cosmetic surgery and not deductible.....

If you have had breast cancer or a masectory, or had your breasts disfigured in an accident or something, then repair would be deductible as a neccessary medical expense.
