Ignore those rude people telling you to mind your own business! When children are involved and there is any level of concern - warranted or not - then we should ALL make it our business. So well done for voicing your concern.
Sometimes young kids play with themselves when they need to go to the toilet. I think its normal up to a point but if it continues then it could be a problem like you suggested that someone has interfered with her. Also she could have worms or an infection. The mother should rule these things out and not just ignore the situation.

It is normal. However the parent should be talking to the child about how some things should not be done in the presence of others. A child needs to be taught that some things are private. Not dirty or bad, just private. Also that exploring is ok but isn't something we should be doing all of the time. It's also a good time that the parents should be talking about good touches and bad touches so the child won't think it's ok for others to touch there also.

That is really normal. It is not an indicator of her having been molested. Kids do it all the time. It is natural, nothing to worry about.
However, she should be reminded that she may want to do that in private. Not made to feel bad/guilty, but just a reminder that that sort of thing should be done in private only (like going to the bathroom, I guess would be a good example).

Agree with the others. It's normal and especially at that age, as it's the age of exploration, finding out you don't have the same things as a boy, etc.
And yep should be done in private though.

I hate situations like this, but I guess it happens. I think EVERY kid at some point is curious, but it's definitely a problem when the parent knows & doesn't care. I wish people would feel the way I feel. When she's (or any kid) not taught how it's privacy (and nasty - which should discourage them for being sexual)...they will proceed and try to experiment with someone. Then, you have people like me who will "nut up" on someone if they touched my kid! Cause' part of their innocence is fading when they know the littlest think about sexuality. I don't have kids, but I have little relatives. I think MOST kids go through this, but I really think that "touching" is NOT okay.

It is normal for kids to explore their bodies. As a parent it is my job to let them know that it is a private thing to do and is not to be shared with anyone else -without making them feel it is wrong or dirty.

I WOULD CALL THE COPS CAUSE LITTLE GIRLS THAT YOUNG DON'T PLAY WITHSELVES. THE MAY KNOW SOMETHING IS PRETENDING NOT TO KNOW SO AS TO JUST PLAY IT OFF. IT WOULD MAKE HER LOOK BAD AS A PARENT. MOST PARENT THINK THEY ARE PERFECT CAN'T MAKE MISTAKES EVER.
