VoterWatch.org is a nonprofit that provides the public with searchable video of congressional hearings. We need to convert PDFs of congressional hearings into .txt or .rt so that we can use them for our website. We've tried cutting and pasting, and we've tried PDF2Office, but neither do accurate conversion so we need some expert help here.

There is a Linux/UNIX program for doing that, but it might not work very cleanly at all. It didn't work very well for your example, but maybe you could do something with the output to make it useful. The program is called pdftotext. Here's the Wikipedia article about it:

What lilliza said will work (I use Adobe Reader 8.1), you don't even need to change the file name as the file extension for a text file will be .txt, not .pdf

You can open it up in adobe reader and save it in a different name and change the save as format to .txt........hope it works!
