Well if the owner of the dog is leaving the house to go somewhere, the dog will cry cause it misses the owner a whole lot. If a guest is over at the house, the owner might put the dog outside if the guest is afraid of the dog cause of it barking really loudly, the dog u may hear crying from outside if near by the door leading outside. Also, a dog would be crying if it was hurt badly or something, but that is more obvious.

Dogs do not secrete tears because of emotion, like humans do. Rather, if they're eyes are tearing up it could be there's dirt in their eyes, or they could have eye allergies, or your dog is one of the breeds that have teary eyes. If your dog's eyes are tearing excessively and/or he scratches at his eyes a lot or trys to rub his eyes on things, then take him to a vet. Those are signs of eye allergies and your vet will give him a shot to bring his allergies under control.
