Sorry, but I searched the World Artist's Directory at:

as well as:

http://www.artcyclopedia.com/

and found no trace of this artist. I am really surprised. These are pretty reliable sites to search in the art industry. Do you have any more information on him?

At art.com there were two of his paintings in poster form available, but not the one you were requesting:
