He didn't think that Jacob was serious.
Jacob's name meant "deceiver," and the author presents him in that context. It was a loose statement on Esau's part, kind of like "I'd give my right arm for a good steak." It obviously wasn't a legitimate trade - Esau was completely shocked to find that his birthright had been stolen, and Jacob had to trick Isaac into handing it over to the wrong son.

But the author of Genesis also illustrates the connection between the Jews and the Edomites. Esau comes out as the better man in the exchange, and welcomes Jacob back with open arms.
