that it is apt to cause discomfort to some young ladies that he has sex with. Is he obligated to caution a new sex partner about the size of his penis or should it be the young lady`s responsibility to feel his penis with her hand or visually check it for size before allowing him to attempt penetration.

she would appreciate it if the guy told her about it beforehand so it's not a Big surprise... But some girls would go wild over it i guess. i don't think there's a right answer.

In my experience most woman will take a look on there own before you get to the penetration part. At that point they'll usually let you know if they think it won't fit.
BTW I've found that the "OMG" or similar expression is quite satisfying when they first see how big it is

I wouldn't say a word. If a guy told me he had an overly large penis i would think he was weird. Its just not a good idea. And I'm pretty sure she will be able to tell before you actually have sex.
