Well I would guess General "stonewall" Jackson had it pretty much down for the military.

A good leader can make you believe that doing it "his way" was your idea.
Leadership is a talent that requires exceptional interpersonal skills, able to stay calm, think clearly at all times, staying at the top and not micro managing. Drawing the big picture and letting their subordinates do it.
The sector does not matter. Just because they have different tasks does not change the methodology of leading.

The ability to motivate and make people want to work for you. To gain there trust and respect by your actions and example. To not crack under presser and be up and about not sitting on your butt. Being a good leader is tough because people under you watch and listen to everything you do. If you start having problems with peoples conduct the first thing you need to do is look at your own actions.
