First, please go to the local public and private Animal Shelters and the ASPCA.

Hopefully you will find your "heart's desire," at a shelter. Shelter dogs are often abandonded because their "human," could not keep the dog and/or they moved and could not take their dog to the new location. A shelter dog will warm your heart. Please give him or her a warm and loving home.

Most public animal shelters have more than one breed of dog available for adoption. There may or may not be, a fee for the dog, it depends on each shelter.

Look online, in your city, for animal shelters and the ASPCA.
There also may be a "German Shelter Rescue Organization in your new city.

Look online for the "German Shepherd Breed Rescue," organization in or near your city.

(I am an animal shelter volunteer.)

Go online or check your local newspaper, but make sure is a reputable breeder and the puppies have a vet health certificate and that shots and worming have been done...then all you have to do is continue the shot program to make puppy stays healthy....

lol. yep, I reside in GA...and we brought our German Shepherd for $2500....anyways, if you look at local shelters, I'm sure there are some that are priced lower than $1000....however, purebred GSDs are never cheap.
