I know that the goverment is in need of help in the medical field, and they want billingual personel, is there a special visa for that, let's say english and certifications are not a problem....

A dentist has a great possibility of being allowed to work and live in USA because of the scarcity of the medical experts thereat.

Yes. Any person can get a visa and work permit from Mexico to work and live in the USA if they are not a criminal. Contact the immigration department.

I am sure they could, although if they wanted to work as a dentist I am sure that they would have to meet the US certifications for dentistry to practice it.
