I have a viral conjunctivitis and a temp of 102. I threw up early and afterwards when i wiped my eye there was some blood mixed with the mucus. Now my eye is swelling and the upper part is completely red. It looks to be spreading.

if you have already been seen and diagnosed with viral conjunctivitis, I doubt that the hospital will be able to do much for you. I would keep the eye closed with a cool compress on it, take tylenol for the fever and see how you feel tomorrow. If the fever goes over 103, or doesn't break after two hours after taking the tylenol, then there may be a secondary infection and it would then be appropriate to see a doctor.

if you are having vision problems and can't keep any liquids down then yes you might be at risk for dehydration especially with such a high fever.
go to an urgent care center, they'll take care of you quicker then if you went to an ER, good luck
