I assume by domed you are refering to being rounded at all or most angles. That would be the Russian T34, placed in service in 1934 and kept pretty hidden. Germans had a rough time knocking them out but got worse with the T35/85 when the Russians put an 85mm gun on it. Many of the improvements on the German Panther and King Tiger was based on studying the T34. It or the Panther are considered the best tanks in the wieght class but the always rank 1 and 2.

For the Soviets it was the T-38, first produced in 1936 and for the Americans it would be the M3A1 Stuart, first produced in 1942.
