Anyone can propose a law. Only Congress can enact one, but it doesn't become law until the president signs it into law or Congress overrides a presidential veto.

On the state level, state legislatures and governors are the two parties involved, and on the local level, it varies according to each locality's system.

Anyone. The President does it all the time. However until it is introduced in Congress in the House of Representatives, nothing can or will happen with it.
