I found this stray cat when i was walking home from school, someone left it out if the cold.bastards.anyways, a couple of seconds ago it start nibbling a suckling my fingers? is it still just used to it or does it need a cat? is it ok if i just give it milk?

Put down some DRY kibble, if it can eat that, it doesn't need anything else. If it cannot eat that, give it some good canned. NO COW'S MILK. They get diarrhea from that and can dehydrate!!!!!

Also, weight the kitten. A general rule is 4 weeks old for EACH pound. So if the kitten is 1.5 pounds, it is close to 6 weeks, and can eat canned and small dry kibble.

It depends a lot on how old you think it is. You are saying 'a cat' but is it really a kitten ? Either way, offer it some cat food and water to drink. Cows milk is not good for cats. It would be a good idea to take it to a vet who will give you an idea of its age. Do you want to keep it ? If not then an animal shelter will take it in and make sure it gets what it needs.
