I'd render it:
¡Es una niñita y es tan rechula!
Chulo = cute in Mexico. I know it has other meanings elsewhere.
Re is an intensifying prefix.
I've seen "rechula" in the Mexican song about Jalisco:
Mujeres muy lindas
rechulas de cara
así son las hembras
de Guadalajara.

baby girl is niña, more or less literally, and cute you would use either bonita or linda, i'd go with

ella es una niña, y es muy bonita.

i wouldn't use mujercita, in my country, that means like a sexy woman

(instead of bonita (beautiful),you can say preciosa(lovely) or linda (literally cute but strange to hear if youre not from south america))
