kk so i downloaded
Photoshop CS3
and i need help
lik intructions on
how to make my eyes bluee

Create a new layer.

Layer -> New -> Layer...
Leave defaults, click OK

Select both eyes using the elliptical marque tool
Use the Paint bucket and fill the eyes on the layer with color (like blue).

It will look weird.

Change the blending mode to Overlay (or Soft light). Different colors and images look better with different blending modes. Experiment.

Change the layer opacity to lower the intensity of the color to suit.

That's it. (and there are many more ways to do this including using masks that will allow you greater control.)
