I am always known to be the "quietest and shyest" person in school so recently I have been trying to be alot more outgoing and talking more. Guys always like to joke around with me and saying I am being too loud (when really I am just sitting in my seat doing nothing) I respond by laughing and joking back. Is this being flirty? I certainly don't want them to think I like them or leading them on because I like somebody else :/ I just want to be friendly and not be seen as so serious.

You might need some help with confidence....really it doesn't matter how shy you are but if you just try forcing yourself out there it's going to look forced. You might want to do some self help books and beef up on some self esteem.
being serious isn't bad, look at me I'm the guy telling kids they can skateboard or BMX where they are....if I was all out going and joking they wouldn't take me seriously....
But no it's not flirting you're just enjoying yourself...in a forced way...again Confidence looks better than a forced outgoing personality even if you are quiet.

if you are just seating there doing nothing not talking and they say your been to loud are talking to much they are trying to get u to talk and flirt with u theirs nothing wrong with playful flirting even if u have know feeling for them just have fun and be yourself

No I don't think that is flirting. But one of them might. It all depends on who you are anymore what you consider flirting. But either way..does it matter? I mean even if they do think that is it bad? I don't think it is. So I wouldn't worry about it.

I think they're just joking with you. Me and my guy friends do it to another girl in my class who is very quiet!
