It varies from state to state..
In some states, you have to go to the DMV yourself and get your vehicle registerd... In PA the dealership issues your temporary registration that is good for 90 days and the DMV sends your sticker and card within that time (usually 6-8 weeks).

An example from the DMV in the state of California,
If you bought your car from a dealer, the dealer usually takes care of the titling and registration for you. You also are given a temporry registration by the dealer until the actual registration and license plates are mailed to you
For a used car from a private seller, however, you're responsible for the title and registration paperwork. You should make an appointment at your local DMV office. To transfer the title and register the vehicle, you'll need:
Application for Title or Registration
California Certificate of Title OR Application for Duplicate Title
Signature of the seller (and lienholder, if any) on the title.
Signature of the buyer on the title
Odometer disclosure if the car is less than 10 years old.
Smog certification (depending on the car's age)
Title transfer fee of $15
Registration fee
Use tax (this can be in the thousands of dollars for newer cars)
