for a motor scooter that they didn't give me the title for when I bought it? And what is a certificate of origin anyway?

A certificate of origin is just like a title, for a vehicle that has never been titled. States issue titles. When a new vehicle is manufactured, the manufacturer will issue a Certificate of Origin" which says that it was built by them, and they are assigning ownership to the buyer (or dealer) The buyer will then take that to their state DMV or equivalent, and have a title issued!

You need to go back to the place you purchased the scooter and get the correct paperwork!
