Everyone is able to sing, some better than others, but you can improve your voice to sound unique and distinctive.
If you would like to improve the sound of your voice, you need to find a good vocal/singing teacher who professionalises in vocal techniques and breath support, as well as performance techniques.
Once you've found one, you need to practice and practice to get to the level that is your best voice. Anyone can do it , just listen to some of the contestants on 'Idol' and you'll hear some of them have had voice lessons with professionals.
Although, many of them have never really considered embarking on a professional singing career before.
Just be positive and practice, play and perform.

There is something to be said for both natural talent and practice.
You may be singing incorrectly. Perhaps you have a fantastic voice but haven't found it yet. So I suggest finding a good singing teacher before you rule out singing.
But there is also the possibility that you weren't blessed with a singing voice. Accept it and find something that you ARE good at!

What do you mean you sound like a toad? Is your voice deep? Or Crackling? It depends on how old you are because you might be going through puberty.

You have to be naturally good, your singing voice comes from your family, not from practicing.

i guess you can go for vocal classes, which you can find list of them at 88db website, and get a vocal instructor that will train you from the basics to the theory, the essence of vocals learning how to sing and project the right way...good luck
