I read this somewhere. The answer was by DNA, yes. If DNA tests were performed on them, it would come back as siblings. But, technically since they were born to different people - no. Twins are their own people, even identical twins.

Not fully because their actual parents are still different, and even fully identical twins still have some differences, all the way down to their thumbprints.

Well, their relatives wouldn't consider them siblings. But genetically, they will look like siblings instead of cousins.
