They are a Hindu sect. One of their songs goes "Hare Krishna Hare Rama". Hindus believe Krishna and Rama were human incarnations of the same god (Vishnu).
Like all religions there are good Hindus and bad Hindus. The Hare Krishnas aren't very well thought of, and many consider them to be a cult. I haven't researched them so I can't comment on that.
Hare Krishnas are often found wearing orange and dancing along city streets with percussive instruments. If you ever saw a bunch of people doing that, that was them.

The Trimurti of Hinduism consists of Brahma the Creator, Vishnu the Preserver and Shiva the Destroyer. Krishna is the main incanation of Vishnu, and he is singled out by the Hare Krishna sect. I forget the name of the man who founded it, but it was Pradib, Pradubada or something similar. Hare just means Hail or Praise. Devotees chant "Hare Krishna, Hare Rama, Hare, Hare" in attempts to achieve higher levels of consciousness.

i am not a hare krishna but i have rarely seen such immensely peaceful, loving, kind, peaceable humans.
