The French at Toloun scuttled their fleet to keep the Germans from taking it; upset the British who had wanted them to sail out of port and turn the ships over them. Did cause ill feelings for a while especially when combined with the British actually attacking some French ships in port and sinking them so the Germans wouldn't get them because they didn't trust the French to scuttle them. about the most significant thing on that date during WW2.

That would be the pro-Germen Vichy French Fleet, not to be confused with the Free French Navy in the service of the Allies.
