That sounds like it is the skin. Depending on the type of fish there are different cooking styles.

One that is pretty fool proof for any fish would be to defrost the fish, marinade it for a few minutes in Italian salad dressing and either grill it on your barbecue, or grill it on a hot skillet. You can also bake it in a 350 degree oven. What ever you do, don't over cook it. Cook it just long enough for the meat to get flaky. Cooking it more will just dry it out.

Remove the skin before you eat it.

Sounds like Flounder .. black skin is a must for peak flavor.
I use an egg/milk wash and roll the fillet in seasoned (salt/pepper) yellow corn meal and a little flour. After coating them, let them set covered for about 10 minutes. This lets the breading cling to the fish better.Pan fry on each side in liberal amount of hot cooking oil until golden brown & crispy. DO NOT OVERCOOK ! Homemade hush puppies are great. I also like to take pork and beans and brown them a little in the pan where I cooked the fish. Served with cole slaw and hush puppies and french fries, you have an awesome meal.

No in fact alot of people find that the longer a fish is in the freezer the more of a flavour it has when eaten, and a very nice way of cooking fish is wrap it up in tin foil with loads of butter and salt then leave it in the oven for a while, just one of many nice ways to enjoy fish.
Enjoy!

I was in petco the other day and all of their "tanks" designed just for bettas are completely wrong. They sell these tiny "betta bowls" and these designer tanks that don't even have a lid. They also have this thing where you can make it all pretty with rocks and lights and in the end you would just stress your betta out and kill it. No wonder people are so stupid. When they see these betta products they're going to think "oh, this was made for a betta, it must be the best thing" but its not. It sickens me to think of the countless bettas that jump from their designer tanks and die or are left in tiny little bowls. People, for the most part, buy bettas because they're pretty. however unhappy, sad, cold bettas are not pretty. If a betta is in a large warm tank his colors will be a thousand times prettier and he will be much more active and entertaining to watch.

Sounds like skin.
Great way to cook it. Dip it in lemon juice then seasoned parmisian cheese. Fry it in butter. Be sure to use a good non stick pan or the cheese will stick. I know its not that healthy but its so good!

It's probably the skin. Thaw the fish and use your nose. If it smells bad or too "fishy", don't waste your time trying to cook it.
