He is acting dominant.
Tell your neighbor he has to show the dog he is alpha and the pack leader, otherwise that dog will keep humping his leg.
it has nothing to do with sex or age. IT about who is in control.

Humping in the dog world is very common. Just says high, how are you.?
In some instances it can be interpreted as a dominance thing, but not always.
Female will hump another female and a male. It is sort of a handshake. If you do not have him neutered later on the motion will take on other meanings.

If your dog is that young then it is not a sexual thing, it is a dominance thing...dogs will hump other animals to show they are the dominant or "alpha" animal... So you have nothing to worry about...its just your pets way of saying he's in charge!

Dogs do this to establish their role in the pack. Your pup is showing her that he is dominant and since you say she "doesn't even notice", this means she is submissive....they should get along just fine.

when my dog was about 2 months old, he did the samething. its all about dominance. i thought "whoa isnt my dog to young to be doing that" well its normal. good luck

It must be instinct, because both my male and female dogs are fixed, and he tries it on with her sometimes, but she shows him who is boss (typical female, eh).
