Definitely. I've had a few friends even go on missions to most parts of Asia; Japan, Taiwan, Hong Kong, Korea, Cambodia, Thailand, Phillipines, etc. China is not open to proselyting missionaries, but there is a handful of Mormons that live there also. (I think Indonesia is in the same situation)

Sure they can. All are welcome. There are many Saints in traditionally Asian countries as well as all over the US. A friend of mine is serving a mission in CA where his whole mission speaks Cambodian. There's a temple in Hong Kong, the Philippians, at least one in Japan, to name a few.
