I think it's the people who have the influence to kill millions rather than the people who physically kill. People like Hitler, Stalin, Hussein, Pol Pot, Charles Manson... they never actually killed anyone yet killed millions. (except for Charles Manson but killing one is just as bad as millions)

If you go by sheer numbers of murders, I'd have to give the prize to the Communists.

By contrast, we see many people citing the horrors of the Spanish Inquisition. The Spanish killed about 4000 over 400 years, or 10 a year.

I don't know... I think it's different for people to "tell" someone else to do it, but never see it happen, and people that do it themselves.
I think my list would inlude people such as Ted Bundy... and other serial killers that get "hands on" with their victims, such as toruturing them or a long, drawn out death.
