You have to have a ceremony of some sort. Each state has different laws. In every state, though the marriage must be solemnized by a person approved by statute - usually clergy and judges. You can with minimal effort find a minister who will do a civil ceremon at your location or the justice of the peace at the courthouse can do it.
Every state also has rules about how many people have to witness it. It's either one or 2.

its calles the JOP and it is like 50$ so not bad. It will cost 25$ for the licence and it take 3 days to get. Only good for 30 days once you got it good luck

In addition to the clergy and a Justice of the Peace at your local courthouse, the mayor of your city can also marry you.
However, if you cannot afford to marry, do you think it is wise to do so?
