It sounds like a migraine without the pain. I have had those. It's always my left eye and it's like a wavy thing and I can't see well. I can time it almost exactly. It lasts for about 20 minutes. It first covers a wider area and then gradually diminishes and goes off and out to the side. Afterwards I feel a little tired and weird for a bit. The doctor also said it was a migraine without the pain. That's the lucky part, no pain.

Very probably this is visual migraine,
A scintillating curved hairy caterpillar slowly drifting across the vision...

This can happen quite commonly without the other classic migraine symptoms, but they would give confirmation, if any were present. Few people have the full set:
(Temporary loss of peripheral or central vision, headache, nausea, unusual fatigue following, strange smells, temporary memory anomalies, pins and needles in face or hand: no wonder migraine can be frightening if you don't know what's going on!...)....

There's no definitive test for migraine, so a routine eye test to eliminate the outside possibility of a retinal or intracranial problem would be a reasonable precaution.

You should see an eye doctor to make sure that you get the correct answer.
