It will depend on your local Council, but I would think that it's possible. As someone has said, check the Council's website.

I don't see why not, phone the council and they will give you a number in which you can pay it to.

Yes I pay mine online using my debit card.
It gives you a receipt number and then emails you a receipt. Make sure you keep a copy of this as a back up.
