On January 1, as long as you have your W-2 from your employer.

For your federal, state, and/or local taxes, the filing period runs from January 1 to April 15. If needed, you may file an extension for 6 more months by sending Form 4868.

You may still file your tax return any day beyond 4/15. The IRS accepts tax returns 365 days a year. However, the IRS might penalize you for filing late.

January 1, if you file by mail and have all your tax papers like W-2's. If you efile, it starts a little later - something like January 11.
