Right click on Start > Properties. Open the Start Menu tab. Click on the Customize button. Open the advanced tab. Tick Control Panel - Display as Link.

Right click in the Task Bar and choose Properties. Now click the Start Menu tab, then click Customize. In the "Customize Start Menu" window, click the Advanced tab. Under "Control Panel, check and make sure that there is a tick in "Display as a Link".

I had the same thing happen to me.
I think you have a system worm virus.
the big name anti-viruses mostly miss these.
I would suggest that you download update and run avg anti-virus.
This is a free program and is brilliant for worms and trojans.
Don't forget that if you try this to disable your current anti-virus so that it doesn't clash with avg.
After doing this you can try a disk check but make sure you check both boxes before running the disk check.
You may get it back, you may not.
Otherwise if it turns out you do have a worm you can try a repair to your system (after getting rid of the worm first) by installing your windows boot disk and selecting repair.
