complementary colors are exact opposites of each other, like green and red, yellow and purple, look up a color wheel to see them easily. highly saturated means the maximum pigment, no white or black either to grey it out.

Maximal saturation is just about how much pigment there maximally can be in that color. This picture has them all.

The primary colors are:
red
blue and
yellow

The secondary colors are:
orange
purple and
green.

You find their complementary colors opposite of them.

Keep in mind that though many books state color theory as an absolute it really isn't. It very much depends on what paint you use what the actual result will look like. Doing the same with another set of watercolor paint will get you other colors. Granted green is sill green but it may look nothing like the first green. (When using acrylics and oil paint this is also true though the saturation will be maximal unless you start adding white or black to the mix.)

There is a really good book by betty edwards called color. It will help you with all of that.
