i would do the heavy paper sealed with wax, as it sounds more in keeping with your style. i would also be worried the cinnamon sticks would leaves stains on your invitations. any dampness or moisture, [whilst being delivered], could cause them to leave horrid stains on your beautiful invitations!
you could, if you chose to, still roll your heavy paper invitations without sticks on them and tied with ribbons, the wax seal could still come into play on the bottom of your invitation, which would look very medieval.

Cinnamon stick idea is super cute! Here would be my concerns with that idea. Would that be over budget? How about timing, would it take long to put together? How sturdy is the tube...I would hate for it to break in the mail. The folded paper and wax seal seems pretty easy and less time consuming. The only think is if it is heavy paper you would have to fold it the same direction as the grain of the paper. If you fold against the gran the fold won't be crisp. We learned that the hard way when designing our invites. We had to fold the other direction which then led us to the issue of it not fitting in the envelopes we bought. Do a trial run before buying all your supplies for whichever invite option you choose.

Personally, I like the first option. I agree with most of the other answerers about the cinnamon sticks being a little to potent, and the logistical nightmare of a tube-mailing, but also, there is this:
I don't know about you, but usually in my family, when we get a card or an invite, we will set it up on the mantle or a shelf. Not only to show it off, but as a reminder as well. I'd be afraid that I wouldn't know what to do with the scroll once I received it, and I'd lose it after putting it in a drawer somewhere. Also, (I know you asked for no gifts, but) often times, your guests will do something special and crafty with your invite - it seems more difficult to do something with cinnamon stick scrolls than regular old paper.

The scroll sounds neat but you'll be dealing with 21st century mail service. This is one of those cases where you will need to be a bit practical.
Heavy paper in wedding colors folded in the center and sealed with wax. BUT the paper sealed with wax needs to be able to fit inside an envelope for mailing.

The scroll idea is cute but really imagine the post office's fury if they get hundreds of tubes to deliver? they probably won't be to enthused in getting them to your guests and may not put much effort into it, you know they do that! The wax idea is cute just think about the time of year and melting! Good luck!

I dont like the cinnamon sticks, honestly. The sealing wax is good. If you havent already looked into it, consider the sealing wax thats non-breakable. It doesnt dry as hard, so its less likely to break. But it still retains its form.

I would go with the heavy paper option, simply because the cinnamon scrolls sounds like a lot of work. Plus, I'd be afraid your invitees would be overwhelmed with the scent when they open the tube. I have no doubt they'd be cute though!

I'd stick with the regular ones on paper, maybe a heavy parchment. You have to watch with sealing wax, the post office won't be thrilled if you use it on the outer envelope - contact them and ask. I'd just use it on the inner envelope.

They make party invitation scrolls. Some asian party suppliers carries them and I think it would look very cool with your theme.
Most people do seal waxing on their wedding invites, I love them myself! but since you are trying to set apart from the ordinary, I would research the idea of the scrolls. I'll put the link later.

I agree about the cinnamin sticks...it might make people nauseous. I would use twigs instead; I think that's more medeval. Also, check youe local craft stores, they have glue on wax seals that won't come off in the mail.
